According to the EDB, the agreement will see the partners cooperate "under a long-term project to build and develop a modern uranium processing complex capable of producing yellowcake." The EDB has allocated some $150 million towards the project for the removal of tailings waste that has accumulated at the Kara Balta mill over the past 50 years.
Uranium is mined in various places but Kyrgyzstan is more important as a center for processing the mineral. There are plans to increase production, in particular in co-operation with Russia and Kazakhstan – ore from the Chui-Sarisu deposit in Kazakhstan will be shipped to the Kara Balta Mining Complex for processing and then transported to Russia.
The Uranium ore processing activities are ensured by an agreement between the FEUCNF and Kara-Balta Milling plant in Kyrgyz Republic. The FEUCNF activities on uranium ore exploration, mining and milling are focused at the following sites: Berkutskoe, KYRGYZSTAN
